Treasure Island in the late 80s was still a Naval station and access was restricted. I went there once with a friend who had clearance and it made an impression. It’s the logical place to stage military actions if San Francisco is a prison city of some sort.
The character of Jordan Francis was named after the conservative police chief Frank Jordan who was briefly mayor of San Francisco. He was not a friend of the gays to be sure, but he lacked charisma and style, which this character has in spades. I wasn’t a fan of Rob Liefeld, but I feel this design comes from that screaming angular hysteria he brought to comics.
